What is the safest driving route between the Sea of Galilee and The Dead Sea. Is it safe to drive highway 90 through the West Bank?

It is perfectly safe to drive Highway 90. The area of West Bank you go through is totally under Israeli control. The only concern is if you are traveling during the rainy season. There can be flash floods.
