Assuming you mean the Jewish community in Hebron there are kids on their tours all the time. It IS a lot safer than most think and probably safer than some Western Cities. If you are talking about getting on the bus and going on your own--you won't know where to go. Things are different than 20 years ago. I suggest you go with a tour run by the community.
